Contrary to the presidential election where the winner in each state collects all the voices of this state, the primary educations and the caucus can lead to a representation proportional. In this case, a candidate who finishes in second place, even further, can profit from the votes which it obtained and to prove that it has some support for the moment of the convention of his party.
This can have importance for the future role of the unhappy candidate within his party.

Francois Bayrou thus seems to want to take again its place of candidate anti-system. The Socialist Laurent Fabius for its part estimated that the idea to remove Ena did not have anything original.
With the search for a new idea for some time, Francois Bayrou announced at the time of a travel to the Antilles that he will remove the ENA. A means for the center candidate of taking again the hand on the topic in the "complicity" of the political and economic forces. While wanting removing the ENA, the national School of the administration which trains the French senior officials, Francois Bayrou tackles the "capacity which locks France". The former socialist Prime Minister Laurent Fabius reacted to this advertisement. "I would be badly placed for saying that it is a bad idea because it is something which I proposed several years ago", it has says. "All depends within which framework one does it", the former Prime Minister added. Laurent Fabius, itself former pupil of Ena, considers necessary a reform of the high administration: "I never considered to be very healthy that all the senior officials come from the same school".
